Response to EU quantum Act

The European Telecommunications Standards Institute (ETSI) is pleased to provide its feedback on the EU's Quantum Act and welcomes the European Commissions ambition to position Europe as a global leader in quantum technologies. ETSI emphasises that standardisation is essential for integrating quantum technologies into market-ready infrastructures. By establishing robust frameworks for interoperability, security, and scalability, standards enable quantum innovation, support industrialisation, and drive market growth across the entire ecosystem, from start-ups to strategic projects. ETSI standards are globally acknowledged for their openness, impartiality, and consensus, serving both European policy objectives and the broader international community. Given its dual role and its direct-participation model, ETSI is well positioned to driving European-led engagements internationally with like-minded partners and in setting European and global standards for quantum technologies.

Response to Omnibus Directive Aligning product legislation with the digital age

The European Telecommunications Standards Institute (ETSI) is pleased to provide its feedback on the European Commissions Proposal for an Omnibus Directive aligning product legislation with the digital age, aimed at modernising and simplifying existing product safety and compliance directives, such as Directive 2014/53/EU on Radio Equipment (RED), and Directive 2014/30/EU on electromagnetic compatibility (EMC). The initiative is important for ETSI, which is responsible for the development of several radio equipment and EMC standards, as well as the coordination of radio spectrum matters in relation to these standards. ETSI calls for a cautious approach to the use of common specifications in EU legislation, and strongly encourages policymakers to explore and leverage other existing ETSI deliverables.

Response to How to master Europe’s digital infrastructure needs?

ETSI input to the Consultation on the white paper "How to master Europes digital infrastructure needs?" ETSI welcomes the Commissions White Paper and believes it is indeed very timely to have a discussion on EU competitiveness in the telecom sector. ETSI very much agree on the problem statement and the fact that both technology development and the geopolitical context call for a thorough health check of EUs strategy, regulatory framework and tools. More specifically ETSI agrees with - the key role of connectivity in driving digital transformation and competitiveness across all sectors of the economy, and the worry that the connectivity infrastructure of the Union is not yet ready to address the current and future challenges of the data-driven society and economy (). - the need to address fragmentation and optimize coordination between stakeholders at EU and national level in order to drive progress on the digital single market. In this domain, we believe that in-depth consideration should be given to in-market consolidation as highlighted in the Letta report . - the fact that high performance mobile networks are key to Europe´s competitiveness, future technology leadership and decarbonization ambitions. We cannot harness and scale advances in AI, or cloud, or IoT for example without this transformational connectivity. While ETSI members agree on the diagnosis and several of the scenarios proposed, we think a greater focus should be put on EUs leadership in standardization, which contribute greatly to EU competitiveness. In some areas, it even contributes to putting EU on the global standards map in a way which is somewhat disproportionate to EU market share and this is an asset that should be valued and shielded by all means. In fact, the white paper acknowledges the power of standardization in statements such as decades of success in shaping mobile communications standards and driving innovation in the EU and globally, the challenge is to build on this leading position and leverage it to the broader supply and value chain such as in the area of edge and cloud omputing (). Indeed, the standardization machinery EU has at its disposal can greatly contribute to several of the objectives put forward by the white paper, inter alia: - safeguarding EU global leadership in electronic communications network equipment - enabling companies in different segments of the value chain to work together - ensure the results of advanced R&I projects are channeled into standards - End-to-end security in digital networks, with in particular post-quantum cryptography and quantum key distribution. This is why ETSI suggests to include standardization in the review of existing instruments suggested in scenario 10 of the white paper. We also suggest to ensure that the current evaluation of the standardization regulation do not alter the essence of a powerful system that as of today exports EU savoir-faire and projects EU soft power globally. ETSI drafted for the purpose of contributing to EC consultation a white paper on Standards in support of Europes Digital Infrastructure Needs, enclosed with this document. The white paper gives a panorama of ETSIs work programme and illustrates the depth and breadth of its ongoing standardization activities- in many of the areas mentioned in the Commission white paper. And indeed ETSI is more than willing to participate in the comprehensive dialogue with all concerned parties that will inform the next steps of the Commission.
