Response to EU quantum Act

The attached document provides input to the European Quantum Act by a group of standards contributors from CEN-CENELEC JTC22 on quantum technologies. Our input discusses the JTC22 committee work, standardisation of quantum technologies, observed barriers, as well as policy recommendations. Our main recommendation is that the Quantum Act should emphasise the value of European standardisation in the harmonization of quantum supply chains and definition of markets, in support of consistency, maturation and growth of European quantum-technology business ecosystems. More detailed recommendations are provided on leveraging Europe-funded projects and programs to raise interest in Europe so that its upcoming quantum industry, and in particular quantum start-up/SME, is effectively represented in standardisation.

Response to EU Space Law: Union law for safe, secure and sustainable space activities

CEN and CENELEC welcome continued collaboration with the European Commission to fully leverage European Standards in space policy and support the objectives of the EU Space Act. In the EU Space Act, CEN and CENELEC urge the European Commission to: Follow the consistency set in recent legislative negotiations and continue to use the proposed Toy Safety Regulation as blueprint for articles on common specifications; Include standardization strategically in European space policy by expanding the scope of topics for which standards will be requested for; Fully leverage the European Standardization System by ensuring coordination between the Space Agency and the European Standardization Organizations. Response to Revision of the 'New Legislative Framework'

CEN and CENELEC welcomes the opportunity to provide input to the upcoming Revision of the New Legislative Framework (NLF). The NLF is at the heart of the success of the European Single Market and standardization has played a fundamental role in supporting this success. As two of the European Standardization Organisations, CEN and CENELEC would like to emphasize the following key messages for this Call for Evidence: CEN and CENELEC recommends that the NLF Revision upholds its core principle of public-private partnership. This would ensure the continued balance between regulatory requirements set by the European institutions and harmonized standards developed by the European Standardization Organisations. CEN and CENELEC stresses the need for the Revision of the NLF to be complementary to the upcoming Revision of the Standardization Regulation and Omnibus on aligning product legislation with the digital age. This will ensure regulatory consistency and ease of understanding for standardization stakeholders. CEN and CENELEC call for the European Commission to ensure that the implementation of the Digital Product Passport (DPP) is fully aligned with the revised New Legislative Framework (NLF) to preserve the clarity and legal certainty provided by the CE marking. This includes avoiding overlapping regulatory requirements, ensuring coherence with harmonized standards, and promoting a mutually reinforcing relationship between the DPP and CE marking.

Response to Gender Equality Strategy 2026-2030

CEN and CENELEC are committed to ensuring that standardization supports Gender Equality. CEN and CENELEC aim to develop gender-responsive standards that reflect the needs, experiences, and characteristics of all users and encourage that those drafting standards reflect the diversity of the societies they serve. In this position paper, CEN and CENELEC outline the work already being carried out to achieve these goals and outline how the Gender Equality Strategy can further support this progress via three key recommendations: 1. Support Gender-Responsive Standardization Across EU Policy Areas 2. Highlights that integrity of the European Standardization System has been recently strengthened by the European Standardization Strategy and Regulation 2022/2480. Reiterates that the Vienna Agreement and the Frankfurt Agreement are effective means to strengthen European influence in international standardization and this objective is well achieved on the basis of Regulation 1025/2012. Confirms that Regulation 1025/2012 is fit for purpose and shortcomings identified can be addressed through the use of an amendment
