Response to Technical requirements for unlimited series, small series, special purpose vehicles and fully automated vehicles

Ferrari welcomes the Draft Delegated Regulation from the Commission amending Annexes I, II, IV and V to Regulation (EU) 2018/858 of the European Parliament and of the Council as regards the technical requirements for vehicles produced in unlimited series, vehicles produced in small series, fully automated vehicles produced in small series and special purpose vehicles, and as regards software update and would like to provide feedback on some points. Ferrari fully supports: - the inclusion of the transitional provisions relevant to small series as laid down in draft regulation article 4 point 5 & 6; - the specific provisions for small series (Scheme I & II) provided in Annex II, point (2), table 1 At the same time, Ferrari considers too restrictive the following threshold: “the manufacturer’s combined number of units, of all its categories M and N vehicle types registered, made available on the market or entered into service annually in the Union does not exceed 1 500” provided for small series Scheme I as per Annex II, point (2) “Explanatory Notes”. Ferrari considers that the threshold of 1.500 vehicles registered in EU per year will not benefit European automotive industry and in particular Small Volume Manufacturers but could be an important competitive advantage for extra-European companies that manage low sales number in our market. Ferrari recognizes that the first aim of the draft regulation is to guarantee a high level of safety for European road users and we support the European Commission initiatives pursuing this aim and are filly committed in designing and producing safe vehicles. Ferrari is also conscious that: - Small Series represent 0.08% of vehicle registrations per year in the EU, their impact on road safety is negligible (European Environmental Agency – EEA – and ACEA data); - yearly average mileage for a small volume manufacturer is approximately 3700 km per vehicle (ESCA data, figures would be furtherly reduced if only Small Series by each SVM would be taken into account); Based on the consideration above Ferrari supports alignment with the EU CO2 emissions legislation and encourages Commission and Member States to support a 10,000 M1 and N1 threshold of EU vehicle registrations per year for the Small Series Scheme I. The proposed threshold will assure: - A negligible impact on road safety; - A greater competitiveness of European Automotive Industry; - A realistic growth potential for European Small Volume Manufacturers, a specific European business.
