Offenders from abroad often go unpunished because they cannot be identified or because penalties are not executed. This Directive helps Member States authorities to pursue offenders by allowing the person behind the vehicle's registration to be disclosed. Still, offenders encounter difficulties due to lack of translation when appealing or because of unclear penalty payment schemes. The revision aims to further improve cross-border enforcement procedures and ensure fair treatment of offenders.
