Response to ReFuelEU Aviation environmental labelling scheme

ANWB welcomes a system to enable and improve informed choices by passengers regarding sustainable transport. At this stage of your consultation we only want to make two short remarks: 1. Every airliner should participate. Comparisons of results based on a selection of airlines are incomplete and can even be misleading if relevant stakeholders are missing. There are not enough relevant incentives included to stimulate airliners to participate. Perspective would be either to oblige airliners - flying to, from or inside the EU - to be part of the system or to improve incentives (or penalties) to take part in it. 2. Regarding the allocation between cabin and freight the ICAO system of allocation would be preferable (ICAO, 2024. ICAO Carbon Emissions Calculator Methodology).

Response to Package travel – review of EU rules

ANWB is positive about the proposal for a new package travel directive. Consumers will benefit. However, there is still too little consistency between the rules on package travel and those on single transport tickets. For example, the traveller with a single ticket is still in danger of being left empty-handed in the event of an airline going bankrupt, while that risk is covered in the case of a package holiday. ANWB is also advocating to provide travellers better information on the GHG footprint of their package or single journey. Travellers will then be more aware on the effects of their journey and be able to compare travel options on sustainability. Detailed advice can be found in attached file.

Response to European Disability Card

Position ANWB The EU parking card for people with disabilities could be improved in a number of ways. Countries in Europe that no longer have the model should introduce or recognize it. Main points of attention are: 1. (Pre)information on privileges in different countries should be made more accessible and parking enforcement officials should have more knowledge of foreign cards. 2. Consideration should be given to record parking cards in the vehicle registration data and make it available for EU enforcement authorities. 3. The card should preferably be digitised to prevent theft and other misuse and to make automated enforcement more effective. 4. The parking card should be used more widely in traffic, for example for exemptions on entering roads with access restrictions for environmental zones (UVARs). Wider deployment outside of traffic purposes and merging with the disability card can further increase the significance of the card.

Response to Better protection for passengers and their rights

Behalf of its nearly 5 million members in the Netherlands, touring club ANWB wants to give you some suggestions on the call for evidence for the impact assessment on the better protection for passengers and their rights initiative. Considering responses, questions and complaints of consumers during the last years and taking into account the ambition of the Commission to create a more resilient tourism and transport sector to new crises, we would welcome: 1. Protection of passengers against insolvency of airlines. Especially seat only passengers in air transport are badly protected and dependent on financial policy of airliners and ad hoc measures. Setting up comparable obligations used in the Package Travel Directive EU 2015/2302 on insolvency protection would also create a level playing field for air companies and organizers of travel services (EG 261/2004) facilitating identical travel services. 2. A European uniform regime of conditions for the use of vouchers is missing. The leading rule - return of all prepayments - has to be continued. In exceptional circumstances and under strict conditions vouchers can be issued with the consent of the customers and if it is ensured that the value of the vouchers is guaranteed and vouchers are automatically redeemed in cash within a certain period (12 months) after non-redemption. 3. Fees used by claim companies claiming compensation for delays or cancellation for passengers should be limited. Compensation is meant for consumers and their average damage or loss. 4. Alternative dispute resolution and ADR-settlements have to be checked on accessibility for consumers. In some member states there is no adr, only adr on paper or settlements to costly or difficult to access. This is the reason of the increase of claim companies. 5. Information on environmental GHG emissions of travel services - based on a european standard calculation method should be included under the obliged precontractual information. This additional information will get important for passengers comparing flights with or without stopovers, comparing different modalities (rail – air) or multi modal options.
