Response to Revision of EU rules on Anti-Money Laundering (new instrument)

Allegro wants to thank the Commission for its work on the AML package and supports the goal to improve the AML framework as well as the objective to harmonise and streamline the AML regulation across Member States. Allegro is a European tech leader and the most popular e-commerce platform in Poland. Allegro Pay, a subsidiary of Allegro, provides loans to consumers who buy products on its platform - these loans are thus directly linked to the purchasing of certain goods on its platform. Overall, Allegro supports the goal to improve the AML framework as well as the objective to harmonise and streamline the AML regulation across Member States. Digitalisation makes it increasingly important to have access to AML data and have a strong focus on cross-border and inter-institutional transactions. However, the treatment of its business model is disproportionate to the risk it poses. Putting stringent identification requirements will have the adverse effect of increasing data privacy concerns and impact smaller businesses in a negative way. In the attached position paper Allegro lays out its main concerns and suggests possible solutions.
