Response to Sustainable transport investment plan

The Swedish Aviation Industry Group (SAIG) welcomes the opportunity to contribute to the European Commissions call for evidence on the Sustainable Transport Investment Plan (STIP). We represent over 90 Swedish aviation companies, spanning air carriers, infrastructure, ground services, maintenance, training, and innovation ecosystems. SAIG supports a forward-leaning, investment-driven approach to decarbonising European transport. Aviation has a clear commitment to reach net-zero by 2050, and in the short-to-medium term, this transformation will depend on rapidly scaling up Sustainable Aviation Fuels (SAF) and electrofuels (eSAF). Sweden is uniquely positioned to lead this transition. With access to fossil-free electricity, sustainable biomass, world-class engineering capacity and a proactive policy landscape, we offer real-world examples of how public-private cooperation can enable industrial-scale SAF. STIP must act as a catalyst unlocking investment, strengthening industrial capacity, and ensuring that transport decarbonisation is both rapid and economically sustainable. Response to ReFuelEU Aviation environmental labelling scheme

The Swedish Aviation Industry Group (SAIG) supports the establishment of a voluntary and harmonized labelling system aimed at enhancing the environmental performance of aviation. As passenger awareness of flight emissions grows, a transparent labelling system can help travelers make informed choices and build trust in the aviation sector. However, the proposed Implementing Regulation on the Flight Emissions Label needs more clarity and flexibility for operators in its certification process. Its crucial to minimize the administrative burden, and integrating existing data from compliance with initiatives like ReFuelEU Aviation and EU ETS can help achieve this. Moreover, ensuring consistency between the Flight Emissions Label and other regulations, such as the upcoming CountEmissions EU initiative, is essential to avoid confusion and redundancy. SAIG encourages the European Commission to take these considerations into account for an effective labelling system. In summary, we believe that the Flight Emissions Label, in its current form, is impractical. We advocate for a more holistic, fleet-based approach to emissions reporting, along with a stronger emphasis on future sustainable options. This will better empower consumers to reduce their carbon footprint. Please find our detailed comments attached.

Response to Count your transport emissions: CountEmissions EU

The Swedish Aviation Industry Group (SAIG) is a non-profit making industry association which promotes, protects and ensures that its member companies are not neglected with respect to political issues and lobbies for the continued survival and well-being of the Swedish air transport industry. SAIG also takes part in many varied technical and aeropolitical discussions to ensure that members interests are well protected. SAIG represents a large numer (approx 86) of Swedish aviation companies employing some +7000 persons from the entire aviation eco-system, and for this specific consultation we have several members that in deeply involved in sustainability projects, including technological development projects of zero-emissions aviation vehicles including propulsion and energy supply. SAIG is very keen on promoting sustainability and that all transport modes display their emissions figures in a transparent, verifiable and objective way. We do not agree to a policy by which certain transport modes are highlighted over others, or indeed neglected. In addition it is not commensurate with the EU climate and emissions targets to only count tail pipe emissions. Rather a common system for calculating the climate effect of human activities shoudl take into consideration the holistic picture where also emissions from eg. infrastructure, construction and maintenance as well as end-of-life of products and equipment. As regards aviation, a standardised method must be used and any use of sustainable aviation fuel must show as emissions reduction in the system. Another important point is that we must avoid overlapping systems. Firstly such overlapping systems will distort for the consumer. Secondly such overlap lays undue and disproportionate burdens on the industry. Thirdly, it creates confusion as to how to meausre and how to inform. In that regard our operating members are already tuning in to EASAs green lable and we framkly do not understad why the EU shoudl employ two systems: count emissions and EASA green lable at the same time. Either count emissions point to EASAs green lable or we only use count emissions. In our view, especially considering EASAs technical expertice and institutional standing, as well as EASAs new role under the ReFuelEU Aviation regulation, we propose to develop EASAs system for european aviation. For the rest of our views on the proposed regulation, we concur with European Regions Airline Association (ERA)s comment as well as IATAs. SAIG also takes part in many varied technical and aeropolitical discussions to ensure that members interests are well protected. SAIG represents a large numer (approx 86) of Swedish aviation companies employing some +7000 persons from the entire aviation eco-system, and for this specific consultation we have several members that in deeply involved in sustainability projects, including technological development projects of zero-emissions aviation vehicles including propulsion and energy supply. In addition, Heart Aerospace is a member of our industry association. SAIG supports 100% the comments submitted by the European Regions Airline Association ERA https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/13791-Net-Zero-Industry-Act/F3428048_en as well as the comments submitted by the Internation Air Transport Association IATA https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/13791-Net-Zero-Industry-Act/F3428133_en The following text from ERAs submission summarizes well our position: "ERA would like to highlight the importance of including SAF among the strategic technologies and the full hydrogen and battery electric value chain as a clean technology since they are crucial to meet net-zero emissions goals. The EU needs these technologies and should prioritise them for efficient decarbonisation of the transport sector, while securing its leadership in low- and zero-carbon technologies. Significant investments and further collaboration between public and private sectors are critical to making these technologies economically viable. ERA suggests to clearly identify SAF, synfuels, and hydrogen and battery electric aircraft as strategic net-zero technologies ensuring the full value chain is covered (research, development, production, transport, storage, and uptake and use) in the Green Deal Industrial Plan for the Net-Zero Age. The NZIA should also label SAF market developments as Important Projects of Common European Interest (IPCEI), while IPCEIs in the field of hydrogen and battery electric should continue and be further facilitated." In sum, the entire package of sustainable aviation technologies and energies and fuels must be included in the EUs various Fit for 55 package and related legislation, less we will face enormous problems to develop the aviation sector to meet both the EU sustainability goals as well as providing sufficient connectivity within and outside the EU member states for citizens, companies and visitors. Response to Initiative on EU taxonomy - environmental objective

The Swedish Confederation of Transport Enterprises (Transportföretagen) is the main trade and employer organization for the Swedish transport industry, including the motor and petroleum industries. In our seven associations, there are roughly 9,550 member companies with a total of approximately 202,800 employees. This makes Transportföretagen the main gathering point for companies in the transport industry in Sweden. More information here: https://www.transportforetagen.se/in-english/ The Swedish Aviation Industry Group (SAIG), (Svenska Flygbranschen (SFB)) (Transportföretagen Flyg) is an industry and employers' association for the entire Swedish aviation sector within the Swedish Confederation of Transport Enterprises. Today, we have approximately 86 member companies with a total of approximately 5,600 employees. Our member companies represent airlines, air traffic control, airports, flight schools, service and maintenance operations and ground services. Response to Countering the potential threat from Unmanned Aircraft Systems

Transportföretagen Flyg (Swedish Aviation Industry Group) ställer sig positiva till vägledning inom EU för antidrönarsystem, förutsatt att det inte åsamkar legala drönaroperatörer hinder eller administrativ och operativ börda. Gemensamma regelverk förhindrar onödig, sned konkurrens mellan EU-länder och ger förutsättningar för gemensam tillväxt. Möjligheten att motverka illvilliga drönaroperationer som utgör hot mot EU-länder skulle kunna innebära att förutsättningarna för legal drönarverksamhet kan förbättras och förenklas, vilket bör vara kommissionens ambition. Runtom i EU används redan drönare i olika branscher för förbättrad kvalitet och effektivitet i varor och tjänster. Det är positivt för EUs utveckling.

Response to Update of common rules for the allocation of slots at European Union airports

Transportföretagen är bransch- och arbetsgivarorganisationen för svensk transportnäring, inklusive motor- och petroleumbranscherna. I våra sju förbund finns drygt 9 550 medlemsföretag med tillsammans cirka 202 800 anställda. Det gör Transportföretagen till den främsta samlingspunkten för företagen i transportnäringen i Sverige. Svenska Flygbranschen, SFB, (Transportföretagen Flyg) har mottagit förslaget om förändringar i energiskattedirektivet och kommenterar det här. SFB är ett bransch- och arbetsgivarförbund inom Transportföretagen. I dag har vi cirka 88 medlemsföretag med totalt cirka 5400 medarbetare. Företagen representerar flygbolag, flygtrafikledning, flygplatser, flygskolor, service- och underhållsverksamheter samt marktjänster. Transportföretagen flyg (Svenska flygbranschen) anser att: • Det råder en fortsatt stor osäkerhet när det gäller effekterna av covid-19 i EU och omvärlden avseende den kommande vintersäsongen. Nya mutationer, fortsatta försiktighetsåtgärder, karantäner och restriktioner i/från stater, virusets säsongsvariationer och allmän oro om nya smittor (nu senast apkoppor). • Flyget är fortfarande påverkat av pandemin och industrins återhämtning kan komma att saktas ner ytterligare. Delar av Kina är till exempel fortfarande nedstängt. Flyget måste få återhämta sig till – eller nära - normala nivåer innan normalisering av slotssystemets tillämpning kan accepteras. • Det råder stor osäkerhet om de exakta ekonomiska konsekvenserna av kriget mellan Ryssland och Ukraina under de kommande månaderna. Följaktligen stöder Svenska flygbranschen antagandet av en ändring av den nuvarande EU Slots-förordningen som gör det möjligt för kommissionen att fortsätta tillhandahålla till IATA-sommaren 2024 inklusive - genom en delegerad akt - lättnad till flygbolag där det behövs efter IATA:s sommarsäsong 2022. Det skulle göra det möjligt att begränsa de negativa effekterna på miljön som kan bli följden av en skyldighet för flygbolagen att fullt ut följa den så kallade "använd-det-eller-förlora-det-regeln". Response to Revision of the provision of air services

Dear Madame/Sir, Please find attached our feedback on "Revision of the Air Services Regulation". Svenska Flygbranschen, the Swedish Aviation Industry Group, attaches great value to the ongoing consultations regarding aviation. The overall situation for the aviation industry is problematic to say the least as pandemic induced deficits in the infrastructural systems continue to build up at the same time as the industry is making historic losses. Add to that the costs related to the greening of aviation and a trend towards national measures that top-off EU initiatives. The EU's internal aviation market must be protected and the Commission as guardians of that market should now revise the air services regulation guided by a comprehensive assessment of the financial viability of the European aviation market in the short, medium and long term. Response to ReFuelEU Aviation - Sustainable Aviation Fuels

Yttrande över konsultation om ReFuelEU Svenska Flygbranschen (SFB) är ett bransch- och arbetsgivarförbund inom Transportföretagen. Vi har cirka 90 medlemsföretag med omkring 9400 anställda. Våra medlemsföretag representerar flygbolag, flygtrafikledning, flygplatser, flygskolor, service och underhåll samt marktjänster. SFB:s medlemsföretag arbetar kontinuerligt och målmedvetet för att minska sin miljö- och klimatpåverkan. Därför står branschen bakom den färdplan för fossilfrihet som tagits fram inom den svenska regeringens initiativ Fossilfritt Sverige. Vi önskar att alla europeiska initiativ med med kraft stöttar flygets omställning till fossilfrihet på ett sätt som samtidigt stärker konkurrenskraften för europeiskt flyg och verkar för god tillgänglighet. SFB:s medlemsföretag, särskilt flygbolagen, eftersträvar ökad användning av hållbara flygbränslen och arbetar tillsammans med flygplatser och enskilda företag för att nå dit. Ett konkret exempel är att flera av våra medlemsföretag redan idag erbjuder passagerare att välja till hållbart flygbränsle vid bokningen. Av den anledningen välkomnar SFB Europeiska kommissionens initiativ inom ReFuelEU. Reduktionsplikt för hållbara flygbränslen kan vara ett styrmedel för att ytterligare minska flygets miljö- och klimatpåverkan. Vi utvecklar våra synpunkter i bifogat brev.
