Message — ZF proposes adding remanufacturing to the automotive component manufacture description. They also request adding M3 and N3 vehicle categories for eligibility. The company suggests REACH compliance should suffice for environmental safety criteria.123
Why — Broadening eligibility criteria would allow ZF to access more green investment.4
Impact — Environmental groups might lose more stringent oversight of hazardous chemical substances.5

Response to Commission Regulation on the influence of heavy-duty trailers on the CO2 emissions of towing trucks

The ZF Group appreciates the opportunity to contribute in this consultation. The draft document already contains insights and results from the CFD and trailer certification task force. After our contribution was focusing on trailer aerodynamics, we are looking forward to contributing to the preparation of coming extensions of the trailer regulation for further efficient technologies from and above our portfolio. We welcome that the draft act does not only refer to the influence of the trailer on the fuel consumption and CO2 emission of the towing vehicle. The extension of the scope to energy consumption in general and to zero emission range of vehicle expands the scope of the regulation and makes it future proof. The draft act covers the influence of passive systems and characteristics of the trailer. The performance of the trailer is improved. This results in enhanced efficiency of the entire vehicle combination of towing and towed vehicle. The concept is working, to determine the gain of efficiency for an improved trailer via comparing it to a standard trailer in an adapted VECTO simulation along with the same standard towing vehicle. However, the scope of the draft does not include “eTrailer” systems which can significantly contribute to CO2 reduction of the towing vehicle. (Rechargeable Electrical Energy Storage Systems (REESS) which provides electric energy for electrical propulsion from recuperated kinetic energy or from energy externally charged from the grid.) The draft act also does not consider communication between the towing and the towed vehicle. But holistic energy management is the key to maximize the efficiency of the entire vehicle combination. We would strongly welcome if these emerging technologies with significant contribution to CO2 emission and energy consumption of the vehicle would be considered in the upcoming regulation. For the verification of aerodynamic methods we understand that tolerances are necessary, but we strongly recommend reducing the tolerances to ensure truthful and accurate aerodynamic analysis and results. Furthermore, we have seen significant discrepancies between the fuel and CO2 savings of aerodynamic devices determined by VECTO and those achieved in full scale fuel economy testing. We encourage the EC to further improve the framework to ensure that the calculated savings of aerodynamic devices match those measured in real life more accurately. Certification is only the first step in reducing the CO2 emissions of heavy-duty vehicles. Without imposing limits, we fear that the reduction of CO2 will go too slow. As there are CO2 emission reducing solutions for trailers available today, we urge the importance of swiftly implementing intermediate targets for trailers ahead of 2030 to reach 2030 CO2 goals.

Response to Guidance on accelerating permitting processes for renewable energy projects and facilitating Power Purchase Agreements

Wind energy will be a key delivering technology for reaching net-zero by 2050. The European wind industry must double its current installation rates and grow our wind capacities by at least 30 GW per year to reach our climate goals. Complex and lengthy rules and procedures for permitting new and repowered wind farms harm our chances to achieve our renewables targets and it puts significant pressure on our production sites in Europe. The lack of projects coming through the pipeline hurts our profitability at a time when we aim to have an energy transition “made in Europe”. If policy-makers don´t act fast, our industrial fabric will rupture (investments in Europe halted, factories closing), and Europe will lose its excellence and leadership in wind energy production. If the production shifts towards China, so would our energy dependency. We welcome the Commission´s commitment to come forth with a Guidance on accelerating permitting for renewable energies. We call on the Commission to base this Guidance on the industry input (see Wind Europe´s position attached) and on the best practices identified by the RES Simplify project. Solving the permitting problem will unlock the volumes of wind turbines installed in the EU, and so, will get us on the path to climate neutrality and will strengthen the European industry location.
