Qualcomms vision to the European Commissions initiative on Virtual Worlds The concept of Virtual Worlds, or Spatial Computing encompasses a number of critical and emerging technologies such as XR (mixed realities), AR (augmented realities), VR (virtual realities), AI (artificial intelligence), edge computing, new computing and spaces, mobile platforms and more. Qualcomms horizontal business model and innovative technologies mean that we will help enable open and interoperable Virtual Worlds. Those new worlds must enable ecosystems that can be accessed by anyone, anywhere, and at any time in real-time globally, including and not limited to consumers, app developers and industries. Virtual Worlds offer tremendous opportunities. Therefore, the Digital Markets Act (DMA) and its global impact are of paramount importance to prevent the development of gatekeepers to the detriment of consumers and economy as a whole. Response to Specifications for the provision of cooperative intelligent transport systems (C-ITS)

Qualcomm supports the European Commission’s objective to enable EU-wide road safety services over short range communications and welcomes the opportunity to provide our views of the C-ITS Delegated Act (DA).The improvement in the Review Clause (Art 33) toward the inclusion of other candidate C-ITS technologies is a significant step forward. However, the DA still does not yet provide the much-needed level-playing field between the different C-ITS radio communication technologies, in particular ITS-G5 and LTE-V2X as requested by industry stakeholders especially within the automotive industry. Review Clause (Art 33): Based on the information provided in this response, we urge the EC to amend the review clause as follows: 1) the addition of “mutual” to the interoperability requirement between the new C-ITS technologies and existing C-ITS stations. If the wording is unchanged and unclarified, the interoperability requirement could be interpreted as the need for “backward interoperability” between new and existing technologies. This would put all interoperability constraints on new technologies, hinder their development and tip the balance between them. This outcome would be contrary to the critical objectives emphasized by the Commission in the DA that “there is a need to ensure that everybody is able to talk to everybody (interoperability) (Par. 3.3, P6) and that “stakeholders that have already put C-ITS stations in service should cooperate in the process…to ensure a level playing field between different technologies” (Whereas 28, P12). With this amendment, the review clause would therefore read as follows: “3) To maintain the continuity of the C-ITS priority services listed in Annex I, any future amendments shall ensure compatibility and mutual interoperability with existing C-ITS stations put in service in accordance with this Regulation, or specify a suitable migration path. “ 2) a revision timeline of up to 6 months to guarantee innovation in Europe as well as its competitiveness globally. The proposed amendment reads as follows: “The Commission shall then analyse the file without undue delay and start discussing the file in the expert group as defined in article 29(2) within 2 months, in view of a possible amendment of this Regulation. If a consensus cannot be reached within [6] months, the Commission shall take a reasoned decision and make it publicly available on its website.” 3) the inclusion of all relevant stakeholders in the C-ITS industry group (Art 33 and Art 29). Without such guaranties, we are concerned that the industry will not develop interoperability solutions to create pervasive C-ITS pan-European services for the benefit of all EU citizens and road users. LTE-V2X Standard readiness [Annex 1] All ETSI ITS LTE-V2X specifications and standards are now approved and ready for submission to the EC for inclusion in the DA. They are outlined in Annex 1 and also filed by the 5G Automotive Association. LTE-V2X maturity [Annex 2] Qualcomm’s LTE-V2X solution is commercially shipping now, and has been tested and demonstrated in France with PSA first in Rennes and with BMW, PSA, Ford in Paris, Germany with Audi and Ducati (ConVeX funded by the German Government), and in Q1/Q219 along the CEF Transport Concorda corridors (Belgium, The Netherlands, France, Spain, Germany) and the Horizon2020 5G Carmen corridor (Germany, Austria and Spain). We provide the technology to enable these corridors, consistent with the EC initiative in promoting the 5G corridors in Europe via the 5G Strategic Deployment Agenda. However, we are concerned that without an inclusive DA, this investment may be wasted. Importance of V2P to Road Safety [Annex 3] Vulnerable Road Users casualties exceeds 50% of road fatalities in urban environments. Therefore vehicle-to-pedestrians, -bikes, -motorcycles communication represents an immense opportunity to improve road safety in Europe. See annex 3 on how LTE-V2X addresses this challenge.
